The only surface parking lots to remain\u00a0on the Campus would be the two small lots along 21st\u00a0Street. All other surface parking areas are for the purpose\u00a0of accommodating pedestrian pick-up or drop-off in\u00a0designated areas, and to provide handicapped-accessible\u00a0parking close to buildings.<\/p>\n<p>In addition, the Campus Master Plan\u2019s sustainable\u00a0approach to movement is intended to shift the modal split\u00a0away from vehicular use, and thus reduce the demand\u00a0for parking. The Plan anticipates that the proportional\u00a0need for parking will decline with time as the modal\u00a0split increases. However, the Plan also recognizes that\u00a0there is a significant rural-based student body that will\u00a0continue to drive out of necessity, and requires parking.<\/p>\n<p>The parking strategy as such includes on-street parking\u00a0on the internal campus streets, two dedicated mixed-use\u00a0structured parking sites, located in the north and one\u00a0south areas of the campus, and a minimum of two levels\u00a0of below-grade parking in all new buildings.<\/p>\n<h3>Policies:<\/h3>\n<ul>\n<li>Structured parking facilities should not be a stand\u00a0alone use for any building development. Parking\u00a0structures should be fronted by other uses that\u00a0provide active use and animation at grade such as\u00a0services and amenities.\n<div id=\"attachment_620\" class=\"wp-caption alignright\" style=\"width: 300px\"><a href=\"https:\/\/www.brandonu.ca\/campusplan\/files\/tdm3.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.brandonu.ca\/campusplan\/files\/tdm3-300x174.jpg\" alt=\"\" width=\"300\" height=\"174\" class=\"size-medium wp-image-620\" srcset=\"https:\/\/www.brandonu.ca\/campusplan\/files\/tdm3-300x174.jpg 300w, https:\/\/www.brandonu.ca\/campusplan\/files\/tdm3-180x104.jpg 180w, https:\/\/www.brandonu.ca\/campusplan\/files\/tdm3-250x145.jpg 250w, https:\/\/www.brandonu.ca\/campusplan\/files\/tdm3.jpg 510w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p class=\"wp-caption-text\">Precedent: Parking laybys on streets<\/p><\/div><\/li>\n<li>The design of structured parking facilities should\u00a0be of the highest architectural design and material\u00a0quality, in keeping with the quality of design\u00a0recommended in the Built Form Framework for\u00a0new campus buildings. Design innovation should be\u00a0considered that contributes to the Campus\u2019 identity.<\/li>\n<li>Structured parking facilities need to be open and\u00a0transparent, allowing views into and through the\u00a0building, at ground level and within the building.<\/li>\n<li>Structured parking facilities must be well-integrated\u00a0with the public realm, providing a friendly \u201chuman\u00a0scale\u201d presence on the adjacent public realm and\u00a0contribute to a pedestrian-focused environment.<\/li>\n<li>On-street parking is provided on the internal campus\u00a0street as short-term, timed parking spaces.<\/li>\n<li>Two to three short-term, timed handicapped parking\u00a0spaces are provided in the Clark Hall plaza.<\/li>\n<li>On-Street parking should be provided along the\u00a0entire length of Louise Avenue with the exception of\u00a0the Lower Plaza and pedestrian crossing areas, and\u00a0the dedicated Healthy Living Centre drop-off and\u00a0pick-up zone.<\/li>\n<li>On-Street parking must be provided along the entire\u00a0length of 20th Street with the exception of the East-West Plaza and pedestrian crossing areas, and the\u00a0dedicated Centennial Auditorium drop-off and pickup\u00a0zone.<\/li>\n<li>On-street parking is to be provided in the form\u00a0of parking lay-bys with parking bump-outs at the\u00a0intersections or at identified pedestrian crossing\u00a0zones.<\/li>\n<li>The west surface parking lots integrated within\u00a0the residential block should be enhanced with\u00a0landscaping and sustainable surface paving\u00a0treatments so that they are attractive parking areas\u00a0within the neighbourhood.
