It serves as a long\u00a0term decision-making framework to guide the physical\u00a0evolution of the Campus.<\/p>\n<p>For this reason, the Campus Master Plan should figure\u00a0prominently in the University\u2019s planning processes.\u00a0It should be referred to throughout all development\u00a0planning and design processes so that it can effectively\u00a0influence the each project\u2019s design in a comprehensive\u00a0manner. All decisions regarding the physical form and\u00a0ongoing management of the Campus should be consistent\u00a0with the Plan and make reference to it. It should also be\u00a0widely distributed amongst members of the Board of\u00a0Governors, staff, faculty, students, and members of the\u00a0broader Brandon community.<\/p>\n<h2>Plan Governance &amp;\u00a0Jurisdiction<\/h2>\n<p>The Plan will be used by BU as part of its strategic\u00a0planning framework to plan and implement different\u00a0projects in order to enhance and grow the Campus. An\u00a0office dedicated to implementing the Plan, a Campus\u00a0Master Plan Review and Evaluation Committee, should be\u00a0created that consists of members from the Planning and\u00a0Development Committee as well as members from the\u00a0Board of Governors.<\/p>\n<p>Ultimate authority over the Plan and its implementation\u00a0will rest with the Board of Governors who have decision-making\u00a0authority over major capital projects. Any\u00a0revisions to the Plan must be undertaken in a transparent\u00a0and collaborative process that involves the broader\u00a0Brandon University community, and are subject to the\u00a0approval of the Board of Governors.<\/p>\n<h2>Plan review process<\/h2>\n<p>The Plan Frameworks are structured to deliver on\u00a0creating an attractive and inclusive quality environment,\u00a0on building campus identity and recognition, on achieving\u00a0a quality campus lifestyle, and on placemaking for the University and community. The Campus Master Plan\u00a0Review Process is intended to ensure the delivery of\u00a0these objectives as the Campus gets implemented over\u00a0the long term. The review process should be flexible\u00a0enough to allow for a comprehensive plan overview in\u00a0the event that new opportunities or new approaches to\u00a0the Plan arise that prove to be of a greater benefit to the\u00a0University in the long term.<\/p>\n<p>Generally, the Plan should be reviewed approximately\u00a0every 5 years. There should be at least two review\u00a0periods during each of the recommended phases of\u00a0development outlined in Section 4.2 Development\u00a0Phasing. A stakeholder engagement process should be\u00a0included in the planning of every five year review period.<\/p>\n<h3>Project Review<\/h3>\n<p>As projects come forward, any project, whether major or\u00a0minor, constituent or communal, should be considered\u00a0comprehensively in the context of the Vision for the\u00a0Campus, and should be evaluated against the Principles,\u00a0policies and design objectives of the Campus Master Plan.<\/p>\n<p>For any given development project, a \u201cProject Intent\u201d\u00a0report should outline all possible opportunities to achieve\u00a0synergies with other development initiatives that are\u00a0either happening concurrently or are being considered\u00a0in the future. In this way, design ideas and potentially\u00a0funding, can be consolidated toward achieving larger\u00a0pieces of the vision, and to ensure that the project under\u00a0review is complementary to future built form and open\u00a0space opportunities in the same area.<\/p>\n<p>Built form and open space projects should always be\u00a0considered together. For each new planned building, there\u00a0should be a plan for the development of an adjacent\u00a0open space or the enhancement of an adjacent existing\u00a0open space and their corresponding circulation. As the\u00a0public realm is one of the primary opportunities to build\u00a0community, integrate the University, and develop as a\u00a0welcoming University District, priority consideration\u00a0should be given to creating meaningful, useable,\u00a0accessible, and connected places on campus that are well\u00a0defined by the built form.<\/p>\n<h2>City Partnerships and Approvals<\/h2>\n<p>While decision-making authority for this Plan rests with\u00a0the Brandon University Board of Governors, the City\u00a0of Brandon is anticipated to play a key role in assisting\u00a0the University with the development and enhancement\u00a0of the Campus. Cooperation between the City and\u00a0University is of particular importance in regards to the\u00a0enhancement of the public realm, including connectivity\u00a0to the campus, addressing safe pedestrian access, and\u00a0in the beautification of the city\u2019s streetscape interface\u00a0to the Campus. This is particularly important for 18th\u00a0Street and Victoria Avenue street character, traffic\u00a0speeds and signalization, and pedestrian crossings. It\u00a0also includes traffic and street character considerations\u00a0for Lorne Avenue, and of 20th Street as it develops. This\u00a0Plan recognizes that these streets and right-of-ways are\u00a0ultimately the jurisdiction of public agencies, but the\u00a0University welcomes the opportunity to discuss how the\u00a0design and provision of this infrastructure can be aligned\u00a0with the Vision for the Campus.<\/p>\n<p>As the Plan unfolds, particularly at the onset of\u00a0development projects, the University will continue to\u00a0engage and work with the City in the context of project\u00a0development review and coordination as part of the\u00a0City\u2019s development approval process of campus projects.\u00a0The City should continue to be a key stakeholder in the\u00a0development of the Plan and should also be engaged\u00a0during the five year review intervals.<\/p>\n<h2>Amending the Plan<\/h2>\n<p>If, and when, amendments of substance to the Campus\u00a0Master Plan are required, these should be undertaken\u00a0in a manner that recognizes the imperative of engaging\u00a0the broader Brandon community\u2014students, staff, faculty,\u00a0the City, Indigenous community leaders, and surrounding\u00a0residents.<\/p>\n<p>Revisions to the Plan should be approved by the Board\u00a0of Governors, and by any other regulatory bodies, as\u00a0required.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This Campus Master Plan plays an important role in\u00a0shaping the evolution of the Campus, but it further\u00a0impacts the evolution of the city itself.
