The opportunity\u00a0to create a building presence at the Victoria Avenue corner\u00a0should also be considered in the short term as a revenue\u00a0generating facility for the University. This initiative\u00a0can be undertaken as part of a business partnership\u00a0arrangement.<\/p>\n<h2>(A) 18th Street &amp; Victoria Avenue\u00a0Development<\/h2>\n<p>18th Street and Victoria Avenue is a prominent\u00a0intersection that carries a high volume of traffic in\u00a0Brandon. It therefore presents an opportunity for the\u00a0University to create a visible mark on the city and reframe\u00a0its perceived identity.<\/p>\n<h3>Recommendations:<\/h3>\n<ul>\n<li>Any new development should function as a main\u00a0gateway to the campus, and should have the\u00a0attributes to suit.<\/li>\n<li>Opportunities for this parcel of development\u00a0can include mixed academic facilities, student\u00a0residences and\/or market residential development,\u00a0the relocation of the Sutherland Gallery of Art,\u00a0underground parking, and retail at-grade.<\/li>\n<li>Uses should generate revenue for the University.\n<div id=\"attachment_668\" class=\"wp-caption alignright\" style=\"width: 279px\"><a href=\"https:\/\/www.brandonu.ca\/campusplan\/files\/implement2.png\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.brandonu.ca\/campusplan\/files\/implement2-224x300.png\" alt=\"\" width=\"279\" height=\"373\" class=\"wp-image-668\" srcset=\"https:\/\/www.brandonu.ca\/campusplan\/files\/implement2-224x300.png 224w, https:\/\/www.brandonu.ca\/campusplan\/files\/implement2-768x1026.png 768w, https:\/\/www.brandonu.ca\/campusplan\/files\/implement2-766x1024.png 766w, https:\/\/www.brandonu.ca\/campusplan\/files\/implement2-150x200.png 150w, https:\/\/www.brandonu.ca\/campusplan\/files\/implement2-250x334.png 250w, https:\/\/www.brandonu.ca\/campusplan\/files\/implement2-640x855.png 640w, https:\/\/www.brandonu.ca\/campusplan\/files\/implement2.png 1040w\" sizes=\"auto, (max-width: 279px) 100vw, 279px\" \/><\/a><p class=\"wp-caption-text\">Schedule 24: Short-Term Priority Initiatives<\/p><\/div><\/li>\n<li>Partnership opportunities should be considered\u00a0to enable the development of the property in the\u00a0shorter term.<\/li>\n<\/ul>\n<h2>(B) Enhancing the Internal Campus Streets<\/h2>\n<p>Safe pedestrian movement and accessibility along the\u00a0internal campus streets should be a priority in the short-term.\u00a0Improvements to Lorne Avenue and 20th Street are\u00a0opportunities to calm traffic and pedestrianize the public\u00a0realm.<\/p>\n<h3>Recommendations:<\/h3>\n<ul>\n<li>Consider retro-fitting Louise Avenue to integrate the\u00a0street cross-section recommendations as defined in\u00a0the Movement Framework, including the integration\u00a0of the City\u2019s regional bike path, new trees, parking\u00a0bump-outs, bike parking, and benches.<\/li>\n<li>Add pedestrian signalization at the Louise Avenue\u00a0and 20th Street intersection and install high-quality\u00a0paving materials at the intersections and key crossing\u00a0points to help mitigate traffic speeds.<\/li>\n<li>Provide signage to better direct and mitigate the flow\u00a0of moving vehicles, on-street parking, and pedestrian\u00a0moment along Louise Avenue, giving a priority to\u00a0pedestrian movement.<\/li>\n<li>Implement the new street cross-section for 20th\u00a0Street in accordance with the Movement Framework\u00a0including: narrowing of the roadway; widening of\u00a0the sidewalks; adding street furnishings, pedestrian\u00a0lighting, and signage; and a continued row of street\u00a0trees and added landscaping.<\/li>\n<\/ul>\n<h2>(C) Streetscape Beautification of 18th Street\u00a0and Victoria Avenue<\/h2>\n<p>As discussions unfold regarding the pedestrianization of\u00a0the two major roadways, negotiations with the City to\u00a0implement streetscape enhancements should be pursued.<\/p>\n<h3>Recommendations:<\/h3>\n<ul>\n<li>Encourage the City to implement a Streetscape\u00a0Master Plan for the street and avenue.<\/li>\n<li>The University should maintain and enhance the\u00a0landscape adjacent to the public right-of-ways with\u00a0additional tree planting, enhanced paving in the plaza\u00a0areas, and furnishings such as benches and bike racks\u00a0that are publicly accessible.<\/li>\n<\/ul>\n<h2>(D) Enhancement of the Field<\/h2>\n<p>Opportunities to enhance the sports field should be\u00a0considered in the short term.<\/p>\n<h3>Recommendations:<\/h3>\n<ul>\n<li>Remove the existing chain link fence and replace\u00a0with a lower, more attractive and accessible fence\u00a0surrounding the field.<\/li>\n<li>Enhance the field with tree planting, pedestrian\u00a0pathways and seating around the entire perimeter.<\/li>\n<li>Enhance and maintain the turf and quality of the\u00a0open space as an attractive green varsity field.<\/li>\n<\/ul>\n<h2>(E) Connectivity to the Fleming and\u00a0Downtown Properties<\/h2>\n<p>Opportunities to enhance the connectivity and wayfinding\u00a0between the Fleming Student Housing site and the BU\u00a0Downtown site should be explored.<\/p>\n<h3>Recommendations:<\/h3>\n<ul>\n<li>Collaborate with the City to implement streetscape\u00a0enhancements along Princess, Lorne, and Louise\u00a0Avenues such as street tree planting and sidewalk improvements to create walkable, attractive, and\u00a0pedestrian friendly circulation routes between\u00a0the Main Campus, the Downtown Campus, and the\u00a0Fleming School site.<\/li>\n<li>Implement wayfinding signage at the Main Campus\u00a0and downtown intersections to guide students and\u00a0users back and forth between properties.<\/li>\n<li>Provide a University shuttle service between\u00a0properties.<\/li>\n<li>Collaborate with the City to organize programming\u00a0and special events along the connecting streets in\u00a0order to bring an awareness of the wayfinding and\u00a0connectivity between the downtown and the main\u00a0campus.<\/li>\n<li>Collaborate with the City to implement BU\/City of\u00a0Brandon banners along Princess Avenue to enhance\u00a0wayfinding and the visible connectivity between the\u00a0properties.<\/li>\n<li>The University should initiate a regular \u201cJane\u2019s\u00a0Walk\u201d from the Downtown Property through to the\u00a0main campus, and on to the Fleming School site to\u00a0familiarize the community with the University\u2019s land\u00a0holdings, and to enlighten the community about the\u00a0Main Campus Master Plan opportunities and the\u00a0Downtown Plan opportunities. Jane\u2019s Walk is a global\u00a0movement of free, citizen-led walking tours inspired\u00a0by Jane Jacobs.
