The Government of Manitoba is focused on providing excellent, outcomes-based services to Manitobans while ensuring fiscal sustainability. It is seeking innovative ways of providing services, ensuring the government is directly delivering services to citizens when it should, while supporting the non-profit and private sectors when they can do it better. Currently the Manitoba Housing and Renewal Corporation (Manitoba Housing) is a crown corporation within the Department of Families. Its legislated mandate is to:

  • Enhance the affordability of, and accessibility to, adequate housing for Manitobans, particularly to those persons of low-to-moderate incomes or those with specialized needs
  • Maintain and improve the condition of the existing housing
  • Ensure there is an adequate supply of housing in Manitoba
  • Stimulate the activities of the housing market to the benefit of Manitobans as a whole

Manitoba Housing seeks to transform the services it provides and the way they provide them. Further integration in Manitoba Families is desired with a focus on maintaining ownership and management of housing for those with significant needs. While maintaining existing housing capacity, this division will conduct a comprehensive lifecycle, end- to- end assessment of the actual cost and value of the existing government owned properties.

The CEO/ADM position provides strategic and executive leadership to the development and delivery of housing and homelessness programs and services. As a key executive of Manitoba Families, the CEO/ADM will transform the division through the establishment of a vision and strategic directions, governance and accountability frameworks, supporting policy and an organizational structure that is designed to effectively achieve the vision and desired outcomes.

The CEO/ADM will build the research, analysis and predictive capability and capacity to ensure data informs client needs assessments, a current and accurate understanding of the existing condition of housing across Manitoba, costs to deliver programs and services and decisions about changes that may be required. They will lead the development and implementation of policy, regulations and practices and compliance with them to ensure integrity, alignment and effectiveness.

The ideal candidate will bring to this role, a relevant post secondary degree such as public or business administration, complemented by a minimum of 10 years senior management experience in a complex, multi service environment. The successful candidate will have demonstrated successful experience transforming a large, complex service delivery and compliance organization into a flexible, adaptable, responsive, outcomes-based and fiscally sustainable organization. They will bring extensive experience providing advice, guidance and strategic analysis and managing high level internal and external stakeholder relationships. The ideal candidate will have experience building relationships with Indigenous people and implementing the principles of reconciliation
