Dr Santon, a municipal government specialists, pointed out to over 200 mayors and government officials that a change in municipal boundaries requires a change in the function of municipal functions and revenues. This is the only coherent argument for local amalgamation. Others, including Dr Ashton, director of RDI, argued for coupling top down initiation and facilitation with local leadership. Both are needed to overcome the inertia to initiate change to bring about stronger municipalities. Changes to municipal boundaries are always a challenge. As one participant embedded in several changes claimed some two years afterwards few would vote to go back.
